East Norriton Twp, Montgomery County, PA

This Republican-dominated township never had a Democratic majority in its 102 year history. Decision Communications polled this race in mid-September and discovered that Democrats Tina Howell and Marc Alfarano were trailing incumbent Republicans Jim Serratore and Kandy Heckman:

Howell

17.13%

Alfarano

17.07%

Serratore

Decision Communications polled a variety of issues using an  inexpensive automated survey technology.  The poll revealed that the main issues were: 1.taxes & spending; 2. overdevelopment; and 3. traffic.

We introduced Tina and Marc to voters by highlighting their commitment to preserving open space, slowing overdevelopment, and keeing a lid on taxes.

We also polled a variety of messages, including this one concerning a controversial hospital project:

Q13. The hospital complex currently being constructed at the old Woods Golf Center was forced on township residents without sufficient public input or consideration for the negative effects of traffic and development. We need to change the way East Norriton approves big projects like this so that the public gets more information and input. If you strongly agree with this statement, press 1. If you somewhat agree, press 2. If you somewhat disagree, press 3. If you strongly disagree, press 4. If you aren't sure, press 5.

The poll showed that voters were unhappy because the incumbent Republicans had failed to listen to their concerns about the hospital. They wanted supervisors who would listen to voters and oppose development that wasn't in the best interests of the township. In addition, they were upset that the incumbents were listening to the political insiders who wanted to build the hospital, instead of residents.

We crafted a piece showing that Tina and Marc would listen to voters especially when it came to issues like traffic and overdevelopment.

In addition, we found some critical messages that really resonated including this one that focused on a Republican incumbent who works for the local state legislator.

Q11. It's wrong for a township supervisor to also work for the state legislature since the legislature helps oversee township finances and spending. If you strongly agree with this statement, press 1. If you somewhat agree, press 2. If you somewhat disagree, press 3. If you strongly disagree, press 4. If you aren't sure, press 5.

Decision Communications crafted several pieces that contrasted the incumbent Republicans with Tina and Marc, including this one:

The final mailing was targeted to Democratic voters.  The intent was simply to let Democratic voters know who the Democratic candidates were, since none of the previous mail had included party lables.  The secondary purpose of the final mailing was to increase Democratic turnout.

Despite trailing at the beginning of the campaign, Democrats Tina Howell and Marc Alfarano both won on Election night, creating the first Democratic majority in 102 years:
